Each is assessed across three capability areas: policy and regulation, the innovation environment, and testing and deployment. The markets were selected for their economic strength, the visibility of their CAM activity, and their strategic relevance to the UK.
The central finding is that the sector has crossed a threshold. Leading jurisdictions are replacing temporary sandboxes with permanent commercial legislation, formalising simulation and digital twins as statutory approval requirements, and treating cybersecurity and data sovereignty as conditions of market access. International investment is pivoting from universal passenger autonomy towards near-market, high-yield applications.
